An NAGF Flash Announcement was issued on the 18th of September because in the FERC open meeting that morning, Chairman David Rosner announced that the effective date for EOP-012-3 is being accelerated to October 2025, to ensure readiness ahead of the upcoming winter season.
- This announcement came as a surprise to much of the industry, as the general expectation had been for an effective date of January 1, 2026. As a result of this change, any cold weather constraints declared last winter will now be subject to evaluation by the Compliance Enforcement Authorities (CEAs) by November 14.

Request for Comments : Draft Risk Assessments and Voluntary Physical Security Protection Best Practices at Non-Critical Bulk Power System Facilities
- Comment Period: September 23, 2025– November 6, 2025
- The Reliability and Security Technical Committee (RSTC) approved posting this draft Security Guideline Risk Assessments and Voluntary Physical Security Protection Best Practices at Non-Critical Bulk Power System Facilities for industry comment. A draft version of the guideline has been posted on the NERC website. All comments received will be considered by the Security Working Group sub-team responsible for this Security Guideline revision.
- Deadline: Comments must be submitted via email using the comment matrix by 5:00 p.m. Eastern on November 6, 2025.
