  • FERC Commission Meeting on June 27, 2024, FERC approved

Docket No. RR24-2-000, requires revisions to the NERC Rules Of Procedure to identify and register owners (GOs) and operators (GOPs) of inverter-based resources (IBR) that are connected to the Bulk-Power System that are not required to register under NERC’s Bulk Electric System (BES) definition. FERC directed NERC to submit a compliance filing, within 60 days explaining whether the NERC proposal would apply to the registration of owners and operators of battery storage resources, fuel cells, and all other IBR technologies, and if not, what is NERC’s plan is to include such resources.

Docket Nos. RD24-5-000 and RD24-1-000 approving Extreme Cold Weather Reliability Standard EOP-012-2 and to improve the Standard, directed NERC to modify the Standard to:

    • Address concerns related to the ambiguity of the newly defined term Generator Cold Weather Constraint
    • Remove all references to “reasonable cost,” “unreasonable cost,” “cost,” and “good business practices” and replace them with objective, unambiguous, and auditable terms
    • Receive, review, evaluate, and confirm the validity of each Generator Cold Weather Constraint invoked by a GO and shorten and clarify the corrective action plan implementation timelines and deadlines in Requirement R7

    • Proposed Data Request Posted for Comment: Cold Weather Generator Data Collection

NERC is posting a proposed data request regarding generators’ operation during cold weather for a 45-day comment period concluding on July 29, 2024. The NAGF Cold Weather Preparedness Working Group will be developing NAGF comments for submittal.
