At the Standards Committee and NERC Ride-through Technical Conference in September, industry noted a need for an Interconnection Standard for IBRs and proposed a solution to have all new facilities follow IEEE P2800 – 2022. ESIG has drafted and posted an informational document which discusses the need for an Interconnection Standard. The document, IBR Interconnection Requirements Status and Needs can be found here:

FERC Commission Meeting on October 17th – The Commission issued a Final Rule on Compensation for Reactive Power Within the Standard Power Factor Range, Docket No. RM22-2-000. The Final Rule revises interconnection agreements to prohibit the inclusion in transmission rates of any charges related to the provision of reactive power within the standard power factor range of 0.95 leading to 0.95 lagging by generating facilities.

At their Board Meeting on October 8th in response to FERC Directives, the NERC Board approved the following Milestone 2 standards related to inverter-based resources. The approved Standards which will be filed with FERC the week of Oct. 21st :

- Project 2020-06 Verifications of Models and Data Generators (IBR Definition)
- Project 2021-04 Modifications to PRC-002-5 and PRC-028-1, Disturbance Monitoring and Reporting Requirements for IBRs:
- Project 2020-02 Modifications to PRC-024 (Generator Ride-through), and PRC-029-1 Frequency and Voltage Ride-through Requirements for IBRs
- Project 2023-02, PRC-30-1, Unexpected Inverter-Based Resource Event Mitigation
