NAGF Support for FERC Technical Conference and NAGF NERC Policy Input Update

Electro Magnetic Pulse (EMP) Report

On March 26, 2019, the President issued an Executive Order on Coordinating National Resilience to Electromagnetic Pulses (EMP). The Executive Order calls for collaboration and information sharing among government agencies and private industry to promote resilience to EMPs, particularly with regard to threat and vulnerability assessments. The Executive Order also directed the federal government to provide incentives as appropriate to “encourage innovation that strengthens critical infrastructure against the effects of EMPs through the development and implementation of best practices, regulations, and appropriate guidance.” NERC will discuss EMP at the Member Representatives Meeting next week and is proposing a task force be created to first identify key issues and scope areas of improvement for the industry. The NAGF will share additional information with membership after the meeting.

FERC Technical Conference on Cyber and Physical Security

On March 28, 2019 FERC held a Technical Conference on Security and Infrastructure Protection to discuss current cyber and physical security practices used to protect energy infrastructure, the need for additional security investments, and incentives/cost recovery for such additional investments. The generation sector was noticeably absent from this discussion. On Tuesday, April 23, 2019, Utility Services hosted a call with the NAGF to discuss the FERC Technical Conference and opportunities to provide post-conference comments. NAGF Policy Input and 2019 Spring Activities Report

The NAGF developed and submitted Policy Input and a 2019 NAGF Spring Activities report to the NERC Member Representatives Committee (MRC) and Board of Trustees (BOT) in preparation for the NERC BOT meetings on May 8-9, 2019 in St. Louis MO. The NAGF Policy Input provides comments and recommended actions for consideration associated with the draft NERC Supply Chain Risks and Recommended Actions report. The NAGF submittals are available in the NAGF Groupsite file cabinet under the “NERC Board Reports” folder.
